My interpretation of this might be incorrect, but here's what I got out of it:
A lot of people end up doing a LOT of drugs to "free their minds" but end up handicapping themselves. His expression is pained and he's deformed, giving off the feel of a very bad trip.
The contrast with the cute birds and friendly colors amuses me quite a bit.
